Digital Literacy

As the world becomes increasingly digitized, the ability to navigate a digital-first environment has never been more essential. These skills, known as digital literacy, are critical not only for professionals in the workplace but also for students in today’s classrooms. In education, digital literacy refers to a student’s capacity to use digital tools and technologies to learn, work, and engage with others. It encompasses both cognitive understanding and technical proficiency.

Student Cell Phone/Communication Device Use in Schools

Last school year, via our strategic planning process and other staff efforts, DCSD began engaging our community about student cell phone/communication device use in schools. We recognized that this was a hot topic nationally that many of our families, staff and students were already talking about.

Then, in May 2025, the state of Colorado passed legislation requiring school districts and charter schools to publish student communication-device use policies by July 1, 2026.

Over the past few months, we have been collecting feedback from DCSD families, students and staff about what they believe should be included in our school district's student communication-device use policy. Thank you to the community members who have completed surveys and attended meetings on this important topic. 

DCSD has used community and staff feedback as well as research to develop a draft policy on Student Communication Device Use in Schools. The DCSD Board of Education conducted a first reading of the policy at its January 27, 2026, meeting. The community was encouraged to provide feedback on the draft policy, and that feedback was considered by the Board prior to its second reading of the policy on March 3.  The final version was approved at the Board's April 21 meeting.

Communication Device Policy (Final)

On April 21, 2026, the Board approved the policy with modifications from previous drafts. You can watch the discussion on the DCSD YouTube page. The presentation slides included new information as well as the slides from the March 3 Board presentation. The full, approved policy is below. 

For policies such as this this, the Superintendent's Regulation (also known as the "R policy") typically comes soon after to provide more details on the operational aspects. Given that the policy was just passed, the Superintendent's R policy will be finalized and posted soon.
