Educating more than 67,000 students is an awesome responsibility, as is managing a total district budget of close to $700 million.  The Douglas County School District (DCSD) has been trusted to fulfill this mission.

The Douglas County Board of Education and DCSD’s administration are steadfast in a commitment to always doing what is best for our students.

Responsible Fiscal Management
Through responsible fiscal management, we ensure as much money as possible is allocated to our classrooms and schools.

We have empowered leaders with the ability to assess their student and community needs and then to spend appropriately to meet those needs.

Prudent Budgeting Pays Off
By budgeting wisely and maintaining proper reserves, the District has maintained a high bond rating, providing the greatest value to our District taxpayers.  

Transparency
We believe in open and accountable government. For that reason we are committed transparency. DCSD was one of the first school districts in Colorado to provide our stakeholders with access to updated expenditures.

Financial Transparency

Douglas County School District has received the Distinguished Budget Presentation Award from the Government Finance Officers Association (GFOA) for the FY 2014-2015 Adopted Budget Book.

Financial Reports

Comprehensive Annual Financial Reports

The Comprehensive Annual Financial Report is submitted in compliance with 29-1-601 of the Colorado Revised Statutes and the Board/Superintendent policy. This report is prepared by the Financial Services Department. The responsibility for both the accuracy of the presented data and the completeness and fairness of the presentation, including all disclosures, remains with the School District.

The Comprehensive Annual Financial Report (CAFR) is presented in three sections: introductory, financial, and statistical. 

• The introductory section includes a transmittal letter, the School District's organizational chart, a list of principal officials and a reproduction of the GFOA Certificate of Achievement;
• The financial section includes management's discussion and analysis, the basic financial statements, required supplementary information, and other supplementary information, as well as the independent auditors' report on the financial statements and schedules and;
• The statistical section includes selected financial and demographic information, generally presented on a multi-year basis.

Colorado Open Records Act
School districts, like all other government entities, are required under the Colorado Open Records Act (CORA) to make their records (with important exceptions like a student’s education information) available for public inspection. CORA defines a record as essentially any writing that is made, kept or maintained by the district. This includes electronic records, such as emails and databases that are stored in the district’s digital file system (our portion of “the Cloud”), computers and servers. The purpose of this law is to allow the citizens to see into the operations of the government and how taxpayer dollars are being spent.
