Douglas County School District offers several options for employees, a Health Flexible Spending Account (Health FSA), Limited Purpose (Dental/Vision) FSA and Dependent Care Flexible Spending Account (Dependent Care FSA).  Employee contributions through payroll deduction to these plans are not subject to federal or state income taxes and Medicare taxes.  These plans are administered by PayFlex Systems.  They can be accessed via www.payflex.com or Customer Service:  800-284-4885.  If you enroll in the High Deductible Plan (HDHP), you can ONLY enroll in the Limited Purpose FSA and/or Dependent Care FSA.

Dependent Care Flexible Spending Account (Dependent Care FSA)

Employees may put up to $5,000 annually in a Dependent Care FSA through monthly payroll deductions to pay for dependent care expenses necessary because you (and your spouse) are working. This money can then be claimed by the employee for reimbursement by submitting receipts for day care expenses to Payflex . The expenses of dependent care can only be incurred within the plan year (07/01 - 6/30), however you can request for reimbursement 90 days after the end of the plan year.

Health Flexible Spending Account (Health FSA)

Eligible employees can put up to $2,750 per plan year in their Health FSA through monthly payroll deductions. The money may then be claimed by the employee for unreimbursed medical expenses (expenses not covered by insurance such as RX, coinsurance, copayments, deductibles, and non-covered vision or dental expenses).

Employees who participate in the Cigna/Allegiance High Deductible Health Plan with Health Savings Account (HDHP/HSA) or Kaiser High Deductible Health Plan with Health Savings Account (HDHP/HSA) are not eligible for the Health FSA.

Limited Purpose (Dental/Vision) FSA

Eligible employees who participate in the Cigna/Allegiance High Deductibe Open Access-In Network Health Plan with Health Savings Account (HDHP/HSA) or Kaiser High Deductible Health Plan with Health Savings Account (HDHP/HSA) may participate in this plan as well as the HSA. They may contribute up to $2,750 per plan year through payroll deductions and claim the money for unreimbursed dental and/or vision expenses only.

How does an FSA work?

  • You will receive a debit card from Pay Flex which can be used to pay for eligible healthcare expenses.
  • You have a 2½-month grace period after June 30th to incur and submit eligible healthcare expenses.  You have until September 15th to incur expenses and until September 28th to submit expenses.
  • In compliance with IRS Regulations, if you do not use your flexible spending funds, you will forfeit those funds.
  • IRS Guidance indicates during a plan year (07/01 - 6/30) you are limited to either contribute to a Healthcare Flexible Spending Plan or Limited Flexible Spending Plan.  It is not permissible to have both in the same plan year.
