Colorado PERA

Colorado Public Employees' Retirement Association (PERA) provides retirement and other benefits to the employees of more than 500 government agencies and public entities in the state of Colorado. Established by state law in 1931, PERA operates by authority of the Colorado General Assembly and is administered under Title 24, Article 51 of the Colorado Revised Statutes. In accordance with its duty to administer PERA, the Board of Trustees has the authority to adopt and revise Rules in accordance with state statutes.

PERA is a substitute for Social Security for most of these public employees. Benefits are pre-funded, which means while a member is working, he or she is required to contribute a fixed percentage of their salary to the retirement trust funds. This percentage is 10.0 percent for most members. Employers also contribute a percentage of pay to the trust fund.

As a PERA member, you contribute a percentage of every paycheck to PERA. In exchange, you’ll receive a lifetime defined benefit payment, sometimes called a pension, at retirement.  Beyond that monthly benefit check, PERA also provides built-in benefits like survivor and disability benefit programs.  And you have options for additional financial security, by enrolling in life insurance and VOYA's 401(k) and Roth 401(k) Plans or purchasing service credit.

Why are contribution rates going up? 
Senate Bill 18-200, which passed in 2018, put PERA on a path to achieve full funding. Full funding results in a more secure benefit for everyone–both current and future retirees. This legislation included member contribution increases of an additional two percent of pay, spread over three years. This is the final year of the three-year phase-in.   
What are the changes?  
Members in the State, School, DPS, and Judicial Divisions, as well as Safety Officers, will have an increase of 0.5% starting July 1, 2021. In other words, for every $1,000 of salary in a pay period, PERA members will contribute an additional $5 to their individual PERA account. There is no change for members in the Local Government Division.

When a PERA member makes PERA contributions, those dollars always go to their personal account, earn interest, and are only ever used to fund their retirement.

VOYA 401(k) Plan 
This plan is offered through Colorado PERA and offers you the opportunity to plan for your financial future.  Voya's 401(k) and Roth 401(k) offer tax benefits by allowing participants to automatically save a portion of their salary and invest in a choice of 15 core investment funds or six asset allocation funds. To review addition fund selections, you will need to log into your PERA account.  To start participating, login to Workday, select the Benefits Worklet and click on Retirement Savings.  Elect a percentage to defer towards your retirement.

Voya 401k Plan Document

You have several options to defer a portion of your salary on a pre-tax basis to DCSD's Retirement Plans.  The current plan options with the 457 and 403(b) allow you to reach the contribution limit for a 403(b) and still contribute the entire contribution limit to a 457 or vice versa.  To view a comparison of plans please review the Retirement Plan Comparison.
