DCSD Funding Challenges

Douglas County School District is home to 63,000 students who attend 89 public schools. Covering 850 total square miles, our school district is the third-largest in Colorado. We have a lot to celebrate in DCSD!

Like many school districts across our state and country, DCSD faces many funding challenges. We must address funding needs to ensure that each and every one of our students continues to have access to the best possible public education within safe and comfortable learning environments.

Additional Funding Would Help DCSD to Provide:

  • More Competitive Pay for Teachers and Staff Through Mill Levy Overrides (MLO)
    Each school district can request additional local funding (up to 25% more) through a local Mill Levy Override (MLO). This funding is generally used for operations, including salaries, staffing, and student programming. By providing pay that is more competitive with other school districts, we can retain our wonderful teachers and staff. Currently, teachers in a neighboring school district can make, on average, $19,000 more per year compared to in DCSD. In addition, currently, other staff such as Educational Assistants, Bus Drivers, and Campus Security Specialists can earn higher wages at local retail stores and restaurants. 

MLO funding over time 

  • Safe, Efficient, Quality Learning Environments
    Update and repair our school buildings to provide safe, efficient, quality learning environments for our students and staff.

  • New Neighborhood Schools
    Construct three new neighborhood elementary schools and create additions to two existing middle schools to reduce crowding and plan for growth.

    New neighborhood schools would be constructed in Crystal Valley (Castle Rock), The Canyons (Castle Pines), and Sterling Ranch (near Highlands Ranch). And additions would be constructed to expand Mesa Middle School (Castle Rock), and Sierra Middle School (Parker).

Outside Agencies

Complaints regarding violations of Title VI, (race, national origin), Title IX (sex, gender), Section 504/ADA (handicap or disability), may be filed directly with the Office for Civil Rights, U.S. Department of Education, 1244 North Speer Blvd., Suite 310, Denver, CO 80204. Complaints regarding violations of Title VII (employment) and the ADEA (prohibiting age discrimination in employment) may be filed directly with the Federal Office of Equal Employment Opportunity Commission, 303 E. 17th Ave., Suite 510, Denver, CO 80202, or the Colorado Civil Rights Commission, 1560 Broadway, Suite 1050, Denver, CO 80202.


Special Education records which have been collected by Douglas County School District related to the identification, evaluation, educational placement, or the provision of special education in the district, must be maintained under state and federal laws for the period of five (5) years after special education services have ended for the student. Special education services end when the student is no longer eligible for services, graduates, or completes his/her educational program at age 21, or moves from the district. This notification is to inform parents/guardians and former students of Douglas County School District's intent to destroy the special education records of students who exited special education services as of June 30, 2016. These records will be destroyed in accordance with state law unless the parent/guardian or eligible (adult) student notifies the school district otherwise. After five years, the records are no longer useful to the district, but may be useful to the parent/guardian or former student in applying for social security benefits, rehabilitation services, college entrance, etc. The parent/guardian or eligible (adult) student may request a copy of the records by requesting the records at this link ( Douglas County School District Transcripts and Records Requests ).
