Dear Douglas County School District Families and Staff,

On Friday afternoon the newly formed Douglas County Board of Health voted to enact a Public Health Order regarding masking and quarantines related to COVID-19. This Order allows individuals, in certain circumstances, to request exemption from wearing a mask within Douglas County (for themselves and/or their minor children). It also places limits on requiring individuals to quarantine if exposed to a known COVID-19 positive case. We continue to review this Order and analyze its potential impact on our students, staff, and community. We are also in discussions with the Colorado Department of Public Health and Environment (CDPHE) to determine who will provide communicable disease mitigation services to our community and school district moving forward.

The Public Health Order acknowledges that, "the management of public-school property is the exclusive jurisdiction of the Douglas County School Board and they have proper jurisdiction to determine whether masks are required on school property." Therefore, the Douglas County School District strongly encourages universal mask-wearing in school and electing to quarantine or isolate if exposed to a known COVID-19 positive case. Universal masking and targeted quarantines have been implemented to promote a safe learning environment for our students and staff. We have found that this reduces disruptive isolations and/or quarantines while ensuring consistency of critical in-person learning. Providing our students with stability and routine is crucial to their academic success and mental well-being.

We continue to be committed to providing a safe learning environment for all of our students, including those with disabilities under the Americans with Disabilities Act (ADA), Section 504 of the Rehabilitation Act, and the Individuals with Disabilities Education Act (IDEA).

Thank you for your ongoing partnership and patience as we continue to navigate the challenges of this pandemic.

Sincerely,

Corey Wise, Superintendent
Douglas County School District
