Q: When do my health insurance benefits become effective?
A: Your benefits are effective the 1st day of the month, following your first day on the job, provided that you have enrolled through the online eBenefits system. Your coverage is not automatic. You must enroll through eBenefits within 31 days of your hire date. If you do not enroll within 31 days of your hire date, and unless you later have a “qualifying event”, you will not be eligible to enroll for coverage again until the next open enrollment period.
Q: If I leave the district, when will my health insurance benefits end?
A:

Classified employees benefits will end the last day of the month in which your employment terminates, this is based on your last day worked.

Certified employees who work through the end of the school year will have benefits through June 30th.

Administrative, Professional and Technical employees who work through the end of the school fiscal year will have benefits through June 30th.

Q: Why were there extra deductions for my medical, dental and/or vision insurance from my first paycheck?
A: Deductions taken from your paycheck are paying the premium costs for the following month. Example: August 20 paycheck is paying the premiums for the month of September. Normally, when a new employee submits their insurance enrollment through eBenefits the payroll has already run and the first paycheck must pay two (or more) months of premium costs.
Example:
  • Insurance effective date is September 1.
  • Enrollment is submitted through eBenefits on August 25.
  • First payroll deduction is September 20 for premiums covering the months of September and October.
Q: Do my Medical Benefits extend over the summer months if I am a 9/10 month employee, do I need to pay for them and how much?
A: If you do not receive a check over the summer and you have a deduction from your check for any benefits, then you will need to make payments for those months. The amount would be what is normally taken from your monthly check, and would be due the first of the month. You would make the check payable to DCSD and mail to DCSD/Benefits, 620 Wilcox St., Castle Rock, Co. 80104  Other arrangements that can be made are, that we can take extra money from your check prior to the months you do not receive checks to make up anything that would need to be paid over the summer.
Q: When will I receive my identification cards?
A:

The only identification card that will be mailed to you is your Cigna or Kaiser medical card. You should expect to receive your medical card within three weeks of submitting your enrollment through eBenefits. If you have enrolled family members in your medical coverage, you will receive separate cards for each enrolled member.

You will not receive an identification card for Delta Dental.  All you need to do is inform the dentist’s office that you have Delta Dental insurance, group #1057 through Douglas County School District and they will verify your coverage, through your social security number. You will not receive an identification card for VSP (Vision Service Plan). All you need to do is inform the optometrist's office that you have VSP insurance through Douglas County School District and they will then verify your coverage, through your social security number. For a current listing of providers, go to VSP's website: www.vsp.com
Q: How do I change to another medical plan?
A: The only time that you can change from one medical plan to another, is during open enrollment. Open enrollment is during the month of May, with elected changes becoming effective July 1. Open enrollment information is emailed to all benefit eligible employees at the beginning of the open enrollment period.
Q: Who can I include as a dependent on my health insurance plans?
A:
  • Legal Spouse

  • Dependent Child - through the end of the calendar year in which they turn 19. If the child is a full-time student, they  can be covered through the end of the calendar year in which they turn 24. The Kaiser plan allows coverage of a non-student dependent through the end of the calendar year in which they turn 25.

Q: Can I add a dependent who is not in college and/or older than 19?
A:
  • Only the Kaiser plan allows coverage of a non-student dependent through the end of the calendar year in which they turn 25.
Q: Can I add or remove dependents from my coverage during the plan year?
A:

Changes cannot be made outside of open enrollment, unless you have a "qualifying event:"

  • Legal change in legal marital status, including marriage, divorce, legal separation, annulment or death of a spouse.
  • Change in number of dependents, including birth, adoption, placement for adoption, or death of a dependent child.
  • Change in employment status or work schedule (i.e. part-time to full-time, full-time to part-time, or substitute status to part-  time or full-time.)
  • Change in insurance coverage due to spouse's change of employment or during spouse's open enrollment period.

Significant change in other insurance coverage. The change requested must be necessary, appropriate to and consistent with the qualifying event. Changes must be submitted to the Benefits Department within 31 days of the effective date of the loss of other coverage or start of other coverage, for it to be considered a qualifying event.  Please print a Enrollment/Change Form from: www.dcsdk12.org and submit it along with documentation showing the date of the change to the Benefits department.

Q: How do I elect to set up my premiums to be paid with pre-taxed dollars?
A: This is an election you will make through eBenefits during open enrollment. If you are completing an Enrollment/Change form, due to a qualifying event check the "Y" next to the bullet asking if you would like to elect to reduce your gross wages and have your eligible premiums paid on your behalf with pre-tax dollars. We suggest that if you are within 3-5 years of retirement that you do not elect the pre-tax option.
Q: Why was a dental claim denied for my dependent?
A: Most often the reason a claim is denied is because the claim was submitted using the dependent's social security number. Remember covered family members are enrolled as your dependents and the claim must be submitted under the employee's social security number.
Q: What is the benefit to signing up for the Flexible Spending Account?
A: Dependent Day Care Expenses: You can use this account to set aside up to $416.66 per month for dependent day care expenses incurred and paid during the Plan year. The maximum allowable amount is $5000.  You must complete an annual election form to participate in this Plan.

Limited Purpose Dental & Vision Expenses: You can use this account to set aside up to $416.66 per month for dental and vision expenses not reimbursed to you by insurance or another healthcare reimbursement plan.  The maximum allowable amount is $5000.  You must enroll through eBenefits in May of each year to participate in this Plan.
Q: When will I receive reimbursement for my Flexible Spending Account Claim?
A:

You have the opportunity to receive your claim payment by direct electronic transfer into your checking account or by check mailed directly to you.

PayFlex will mail a check or initiate a direct deposit within 7 business days from the date the claim was received or the date a contribution is received from the employer.
If you receive payment by check your check stub will contain your Flexible Spending Account balance and activity. 

If you received payment by direct deposit you will receive an email notification of the payment.  If an email address is not available, notification of payment will not be given.

You can look up your account activity and remaining balances on the PayFlex website @ www.mypayflex.com at any time.

Q: Will I receive a new Debit Card from PayFlex?
A:

If you have already received and have been using a Debit card from PayFlex you will not receive a new one.  Monies for the new plan year will be loaded onto the existing card. There is no charge for using this card.  If you have lost or destroyed your card please call PayFlex at 1-800-284-4885 to request a replacement.
