Board approves bond and budget question for November 2008 election

The Douglas County School District Board of Education decided on Tuesday, August 19, at their regularly scheduled meeting, to place a $395 million bond and $17 million override measure on the November 4, 2008 ballot. The Board is asking Douglas County voters to approve a fixed 4 mil solution to provide much needed funding.

3A: A $17 million increase in the District’s operational budget to:
  • maintain and improve student achievement
  • recruit and retain the best work force
  • maintain and improve technology at ALL schools
  • respond to continued student enrollment growth

    3B: A $395 million bond to:

  • build 10 new elementary schools
  • renovations, updates and repairs to almost 50 District schools
  • improve technology infrastructure (Wide Area Network, wiring, etc.) and equipment

The combined cost of the fixed 4 mil bond and budget measure will cost 33 cents a day on the average Douglas County home valued at $372,000.

    DCSD managing resources wisely
Douglas County School District stretches every dollar in order to find innovative ways to push student learning forward. Through energy efficient prototypical building designs and intensive resource management, DCSD has expended scarce capital resources to maximize efficiency.

Thanks to local voter override support in 2006, DCSD recently planted the seeds for providing World Languages at every level (elementary, middle and high school), improved reading intervention programs for struggling readers, and is now expanding Career and Technical education opportunities for secondary students. We are initiating online instructional delivery options and other education alternatives to meet the diverse needs of students. Public education must prepare students not only for post-secondary education, but for the world of work. The new global marketplace is highly competitive, and needs highly trained graduates. Without additional local voter support, maintaining the high performance level of the current system will be difficult and improvements will be nearly impossible.

Here’s the math: in 2000, DCSD only had a little more than 34,900 students and 60 schools. As one of the fastest growing school districts in the state, DCSD is now expected to serve almost 54,000 students in the 2008-09 school year at more than 70 schools. The Board of Education is asking voters on the November 2008 ballot for additional funding to allow for the construction of 10 new schools to keep up with enrollment growth pressures, and additions, updates or remodels at almost 50 sites. Unlike other school districts whose enrollment is stagnant or dropping, the District will need more schools.

With DCSD spread out over 870 square miles, transportation costs have far outpaced the annual inflationary increases provided by the state funding model. Since 2003, DCSD’s fuel costs have gone up 353%, and only 25% of transportation costs are reimbursed by the state. DCSD buses travel 4.5 times around the world in just one five-day week, so increasing fuel costs cause budgetary strains. Technology service and equipment receive no additional state funding. Since 2002-03, the costs to equip and connect technology across the system have increased 187% to $15.4M.
